COWI, a leading international engineering consulting group, has been awarded a contract by Thistle Wind Partners (TWP), a joint venture involving DEME, Qair and Aspiravi, with a focus on Scottish offshore wind development. Under the contract, COWI will conduct a Pre-FEED study for TWP’s Ayre and Bowdun offshore wind farms, which would enter construction in 2029 and produce more than 2GW of energy by 2032 - 2033. Utilizing its local and global engineering expertise, COWI will provide essential analysis for the foundation design of each project.
Diamond Offshore Drilling, Inc. announced that it has executed a two-year contract extension with a subsidiary of bp in the US Gulf of Mexico for the Ocean BlackHornet, commencing in February 2025. This is in direct continuation of the rig’s current contract. This contract extension represents approximately $350 million dollars of additional backlog.
Helix Energy Solutions Group, Inc. (Helix) is pleased to announce a five-year joint framework agreement with Talos Energy Inc. (Talos) in which Talos has agreed to provide Helix the first right of refusal regarding specific annual work scopes for Talos’s decommissioning requirements in the US Gulf of Mexico. The agreement includes a base pricing structure and processes for determining and scheduling specific projects Talos requires. Work is expected to commence in the second quarter of 2024.
SolarDuck, a leader in OFPV technology, Green Arrow Capital, leading Italian Independent Asset Manager in the alternative investment world, and New Developments s.r.l., one of Italy’s most experienced developers, have agreed to collaborate on the development of a landmark 120MWp OFPV farm integrated with 420MW Floating Offshore Wind (FOW).
Sembcorp Industries (Sembcorp) announces that its wholly-owned subsidiary, Sembcorp Fuels (Singapore) Pte Ltd, has signed a Sale and Purchase Agreement (SPA) with TotalEnergies Gas & Power Asia Private Limited to import up to 0.8 million tons of liquefied natural gas (LNG) per annum. Delivery is expected to commence from 2027 for a tenure of 16 years. This SPA is in addition to the current LNG purchase agreement that runs between the two companies until 2029.
New York State has selected Ørsted and Eversource to negotiate a new 25-year contract for their Sunrise Wind offshore wind farm. This conditional award brings the 924-megawatt project one critical step closer to fulfilling its promise to deliver substantial economic benefits across New York and help the state meet its climate goals.

Odfjell Oceanwind, together with the leading automation and manufacturing expert Prodtex, have established a joint venture to address what is expected to become one of the biggest bottlenecks in scaling the floating offshore wind industry: low cost and high-capacity manufacturing of foundations for floating wind turbines. The joint venture is created to establish the production capacity necessary to meet the need for hundreds of floating wind foundations per year in Europa alone and is looking to have its first facility operational by 2027. Recently, the industry veteran Geir Bjørkeli, former CEO of Corvus Energy, has been appointed to head up the venture.
