The Navy awarded the first contract, totaling $271 million, on September 22 to Skanska USA Civil Northeast Inc. of Waltham, Massachusetts, for new major cutter homeport facilities at Naval Station Newport in Newport, Rhode Island, and awarded the second contract, totaling $31.5 million, on September 28 to Orion Government Services LLC of Houston, Texas, for hurricane damage repairs for the Coast Guard major cutter piers at Naval Air Station Pensacola in Pensacola, Florida.
Both contracts used Coast Guard funding that leverages the Navy’s site expertise and existing design contracts to lower project cost as well as technical and schedule risk.
The Naval Station Newport contract is funded by fiscal year 2022 major acquisitions infrastructure funding and the historic investment in the Coast Guard through the One Big Beautiful Bill Act. Of the nearly $25 billion provided through this act—the largest capital investment in Coast Guard history—the Service has been delivering on that investment by ordering approximately $20 billion in assets, capabilities, and infrastructure to date.
“These investments will provide vital infrastructure to support the modernizing Coast Guard fleet,” said Admiral Kevin Lunday, Commandant of the Coast Guard. “These major investments in shore infrastructure for our cutters will ensure the Coast Guard’s ability to secure America’s borders and maritime approaches far at sea.”
The Newport project includes a new pier to provide berthing for four major Coast Guard cutters, a new bulkhead, stormwater management modifications, and full utility installations. This collaboration with the Navy advances critical Coast Guard missions, providing access to strategic operating areas in the Western Hemisphere and the Arctic.
The work in Pensacola, funded by the Infrastructure Investment and Jobs Act, provides for repairs to Wharf Bravo, including structural and utility improvements to the north berth, and underwater structural repairs for both the north and south berths.
